Starting from today, 28 October 2025, Italian beneficiaries of Interreg Greece-Italy will be able to request the assignment of a first-level controller (FLC) through the national Roster.
The Roster is a selection available to public or private beneficiaries of the Interreg 2021 –2027 programmes, as Greece-Italy, who have chosen to use this organisational model to identify first-level controllers responsible for management verifications pursuant to Article 74(1)(a) of Regulation (EU) No 2021/1060.
The public call, published on 25 July 2025, aimed exclusively at natural persons – qualified professionals who meet the requirements.
The beneficiary/auditor pairing is done through a random automated selection from the list of eligible candidates, managed by the Department for the cohesion policy and for the South of Italian Presidency of the Council of Ministers, within an ad hoc operational committee that meets periodically in public session, depending on the number of requests received.
For Interreg programmes as Greece-Italy, under the jurisdiction of the Joint Commission, there will be a transitional period.
The beneficiaries who started the procedures in order to identify the FLC with the previous procedures must close it and ask the nulla osta within 31st December 2025. It’ useful to remember that the beneficiaries who are proceeding with the previous procedures must send the request of nulla osta to:

From 1 January 2026, all beneficiaries will be required to use only the Roster for the selection of individual controllers.
If beneficiaries decide to use auditing firms or, in the case of public administrations, internal auditors to carry out management checks, the Joint Commission’s validation procedure will continue to apply.
As this is a tool that has been established for the first time within the Interreg Programmes at national level, the functioning of the Roster may be subject to technical and procedural changes aimed at improving its effectiveness and operability.
